Are the Republicans purposefully preventing the economy from improving so Obama won't get re-elected?

Given that Obama and the current congress are doing the very same things that Bush and the previous congress are doing it is doubtful. If either party had a clue how to address the issues facing the US Economy they would be a shoe in and would not have any issue taking the White House, and Legislature. Instead, both parties are marginalizing anybody who does make sense.
