Can a community college deny a person enrollment?

I did awful in highschool, completely horrible. My gpa had to be one of the worst ever seen.i graduated though,I just wasn't motivated, and all that. But I am now, I wanna be a nurse btw. Since being out of highschool I've completed a cna course at a local technical school. Anyway, based on transripts could a community college deny you?
