Will financial aid cover enrollment fees?

I paid the application fee to get into the art institute. There was no mention from my admissions counselor about having to have an enrollment fee. She has been away from work and this guy is telling me financial aid doesn't cover the $100 enrollment fee. I went to this same college online and didn't have to pay a cent out of pocket and now since I want on campus I have to chuck over $150? I don't understand.
